Course Overview

This course introduces the methodology of environmental impact assessment (EIA) as a vital tool for sound environmental decision-making. It provides an introduction to the concepts, methods, issues and various stages of the EIA process. The various stages of the EIA process, such as screening, scoping, EIA document preparation, public involvement, review and assessment, monitoring and auditing, appeal rights and decision-making are examined. The components of an EIA report including air, noise, water, waste management, environmental risk, ecological impact, and socio-economic impact assessments will be analyzed. Environmental law, environmental management and the importance of public participation will also be discussed. Case studies from Malaysia will be used and comparison with EIA in Japan will be made.

1. Critically comment EIA reports and other related documents. 2. Analyse complex environmental issues and to seek the best practical solutions. 3. Perform environmental monitoring work within the EIA cycle.
