Policy and case study on information-intelligence-based disaster risk management University of Tsukuba

Course Overview

Disaster Prevention Research and Efforts in NCDR. The main concepts proposed by NCDR are aimed at how to implement scientific outputs at level of policy formation, emergency operation, information integration and risk communication. With practical case studies, it will office students a chance to think the way to develop effective and efficiency disaster risk management.

Learning Achievement

To understand various natural disaster risks and man-made disaster risks in urban areas.

The Major Educational Goals are:
1) To understand the mechanisms of various disaster occurrences.
2) To understand the basics of disaster risk management.
3) To understand how to apply basic disaster prevention measures for urban disasters
4) To propose measures for risk management for urban disasters, based on the acquisition of basic knowledge about urban disaster risk and understanding of the process of urban disaster risk management

Competence

In degree program general competence, it is related to "1. ability to utilize knowledge", and in degree program specialized competence, it is related to "1. basic engineering skills", "2. knowledge of basic theories and related technologies", "3. knowledge of real-world problems", and "4. broad perspective and bird's-eye view". In the research group competence, it is related to "1. research skills" and "2. expertise".

Discussion(30%) and report(70%)
Passed with an overall rating of 60% or higher.

Course schedule

Disaster Prevention Research and Efforts in NCDR. The main concepts proposed by NCDR are aimed at how to implement scientific outputs at level of policy formation, emergency operation, information integration and risk communication. With practical case studies, it will office students a chance to think the way to develop effective and efficiency disaster risk management.
Lecture 1: Review the relationships between Japan and Taiwan in disaster risk management (1 class)
Lecture 2: Review progresses of policy and scientific development for disaster risk management in Taiwan (1 class)
Lecture 3: Case study 1: The outline and features of damage, response and recovery of the 1999 Chi-Chi Earthquake in Taiwan. (1 class)
Lecture 4: Case study 2: The outline and features of damage, response and recovery of the 2009 Typhoon Morakot in Taiwan. (1 class)
Lecture 5: Information intelligence for Disaster Risk Management. (2.5 classes)
Lecture 6: Evidence-based emergency operation for Disaster Risk Management. (2.5 classes)
Lecture 7: Discuss the differences between Japan and Taiwan in disaster risk management and how Japanese or Taiwanese disaster risk management should be. (1 class)
