Policy and case study on information-intelligence-based disaster risk management

Disaster Prevention Research and Efforts in NCDR. The main concepts proposed by NCDR are aimed at how to implement scientific outputs at level of policy formation, emergency operation, information integration and risk communication. 1. Lecture 1 (Fujiwara): Review the relationships between Japan and Taiwan in disaster risk management (1 class)

2. Lecture 2 (Wei-Sen Li): Review progresses of policy and scientific development for disaster risk management in Taiwan (1 class)

3. Lecture 3 (Yi-Chung Liu): Case study 1: 1999 Chi-Chi Earthquake. The earthquake exposed structural failures at residential buildings, schools and infrastructure, and initiated a great momentum to push legislation for disaster risk management and allocate more investment in research. (1 class)

4. Lecture 4 (Yi-Chung Liu): Case study 2: 2009 Typhoon Morakot. The typhoon is a typical extreme weather event bringing sever causalities and interruptions to lifeline systems and telecommunications. After Morakot, a thorough scientific review focused on how to better meet actual demands. (1 class)

5. Lecture 5 (Wei-Sen Li): Information intelligence. Now applications of ICT, big data and open data are important topics for disaster risk reduction and emergency preparedness. Within lectures, it will tell how to integrate data sets from government agencies and dispatch disaster alter through multiple channels. (2.5 classes)

6. Lecture 6 (Wei-Sen Li): Evidence-based emergency operation. To handle developing situations before, during and after a disaster, it requires scientific tools to assist emergency responders. For example, impact-assessment is useful to accommodate uncertainties of typhoon forecasts by highlighting potential disaster ho6spots. (2.5 classes)
